Residents asked to stay inside with Guam in COR1; update on utilities, transition disposal sites

Guam and the island’s military bases remained in Condition of Readiness 1 and Tropical Cyclone Condition of Readiness 1 as of 4 p.m. Monday, with officials again warning residents to remain indoors until COR 4 is announced, according to the latest update from the Joint Information Center Monday at 11:30 p.m.

Officials warn residents to stay home

The Joint Information Center said Guam remains under COR 1 and TCCOR 1 as weather conditions continue to affect the island.

Officials emphasized that residents should not leave their homes until COR 4 is announced.

No temporary disposal sites are open yet

The Joint Information Center also warned the public about an unofficial photo circulating on social media that identifies temporary waste disposal sites.

Officials said the photo reflects ongoing discussions, but the locations are preliminary and not final. The public is being told not to go to any site to dispose of trash or debris until an official announcement is made on locations and operating hours.

The JIC said premature disposal, even at sites that may eventually open to the public, will be considered illegal dumping.

Illegal dumping could bring fines and penalties

The Guam Environmental Protection Agency said illegal dumping during storms, including the abandonment of construction debris or household waste, can increase flood risks by clogging storm drains and contaminating waterways.

Officials said those activities can block drainage systems, cause major property damage and lead to severe fines and criminal penalties.

Residents are asked to report suspicious dumping by providing the date, time, location, type of waste, vehicle description and license plate information to report@epa.guam.gov. Illegal dumping can result in fines of $1,000 or more. Residents may also call (671) 588-4751 once COR 4 is declared.

Power crews continue restoration efforts

As of 11:30 p.m., Guam Power Authority line crews were continuing to respond to power-related issues and restore service in northern, central and southern parts of the island until conditions are no longer safe for repairs.

GPA officials said most reported outages had already been restored. Power outages and fluctuations were reported as weather conditions began to deteriorate earlier in the day, and restoration work was continuing through the evening as conditions allowed.

Customers may continue to see crews working in villages as service is restored. Residents with outages can call GPA’s 24-hour dispatch line at (671) 475-1472, (671) 475-1473 or (671) 475-1474. Customer service representatives are also monitoring GPA’s Facebook page.

No water outages reported

The Guam Waterworks Authority said it had received no reports of water outages as of 11:30 p.m., and all water wells remained online.
